Details about the SeaPort-e Contract
SeaPort Enhanced (SeaPort-e) is the of the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform.

Monitor and Maximize Quality
Technology Specialists, Inc. (TSI) uses an ISO-compliant Quality Assurance Plan that we will tailor to ensure that all deliverables will conform to format and content standards and will reflect a technical level of excellence that meets or exceeds each client's expectations. Focusing on the fundamental ISO principles, TSI will ensure customer focus, leadership, involvement of people, process approach, systems approach to management, continual improvement, and factual approach to decision-making and mutually beneficial subcontractor relationships. Processes to be used as controls for our SeaPort-e quality assurance efforts are taken from a corporate core set which covers defining Quality Assurance (QA) requirements, including QA plans and procedures, and the data required for collection and the reporting structure for any reports and deliverables required by SeaPort-e. These QA processes are summarized by the following four basic convictions:
TSI QA procedures will be in place for all projects and programs;
All quality assurance activities on the SeaPort-e contract will be overseen at the Program Manager (PM) level;
QA activities shall have a reporting channel to senior corporate management independent of the PM and;
Structured customer feedback procedures to ensure customer expectations of quality performance are met or exceeded.
For SeaPort-e we will develop an active and comprehensive Quality Control and Customer Satisfaction Plan (QC/CSP) which will provide detailed standards for every measurable performance area. Our staff and team will be evaluated on quality during each quarterly program review.

Approach to Problem Resolution
TSI’s approach to risk management and problem resolution is based on the early identification of risks that could impact specific objectives of the project, portfolio, or organization. Our approach to risk management also includes the identification and utilization of opportunities—those activities that can positively impact project objectives. Through a formal process of identification, assessment, response, and communication, risk and opportunity management is continuous and iterative. Based on industry best practices, the objective of the process is to understand the key attributes of risks:
Likelihood of risk-realization
Risk timeframe (i.e., estimates of time to risk-realization, time from risk-realization to impact, and impact duration)
Source of the risk (i.e., external, or distinct levels of internal control)
After identification and assessment of the risks key attributes, cost effective risk response strategies are developed that reduce or eliminate the potential impact of the risk or likelihood that risk will occur. Key to the process is the continuous improvement of the process and the communication to stakeholders on the risks and management activities.
The TSI Team brings depth and breadth to Northeast Region Zone (1), National Capital Zone (2), and the Gulf Coast Zone (4) under the SeaPort-e contract.
